Get a high-pressure hose with clean water to flush out all the dirt in the catalytic converter. You need to be patient here as removing the debris might take a while. Make sure you have it all and thereafter remount your catalytic converter back into your car.
You can also drive on the highway to help your catalytic converter. This is because, one of the main reasons you end up with a clogged catalytic converter is because you only drive short distances which makes the catalytic converter unable to reach its required operating temperature, thereby causing it to fill up with carbon, preventing the escape of gasses.
